The City Council (a.k.a. Board of Aldermen) is responsible for budgetary decisions, tax and revenue decisions, and all personnel decisions including appointing members to the Board of Adjustment and the Zoning Commission.

Patricia Walker

Patricia “Pattie” Auray Walker has been a resident and property owner in Hill Country Village since 1991. She and her husband, Bob, built their home in the community and moved there in 1993, raising their eight children and creating lasting family memories.

Pattie earned a Bachelor of Science degree with a double major in Mathematics and Economics from the University of Mary Washington. Alongside raising her family, she built a successful real estate career as a Broker Associate with Kuper Sotheby’s International Realty. Throughout her professional career, she served on several committees for the San Antonio Board of Realtors, including chairing the MLS Committee.

Dedicated to community service, Pattie has volunteered extensively with PTAs, Booster Clubs, the American Heart Association, and various church programs, including serving as a Faith Formation teacher. She was honored to serve as the first Booster Club President at Ronald Reagan High School when the school opened in 1999 and as a Co-Chair of the American Heart Association Heart of Gold Gala in 2000.

In her free time, Pattie enjoys running, biking, hiking, skiing, tennis, and travel. As an avid athlete, she has completed numerous marathons, half marathons, and triathlons.

Frank Rivas

He was born and raised in San Antonio with a family heritage that can be traced to the first settlers of San Antonio.

Frank graduated from Antonian College Preparatory High School. He earned a Bachelors of Arts with Honors in Government from The University of Texas at Austin and a Juris Doctor from the St. Mary’s University School of Law.

He is an attorney with over 45 years of experience spanning public service, private practice and corporate counsel. He began his legal career as a prosecutor with the Bexar County D. A. He transitioned to private practice where he became a partner in a large San Antonio law firm focused on business and insurance litigation. Subsequently, he joined State Farm’s Corporate Law Department as the founding Managing Attorney for its local Staff Counsel office. He led that office for 31 years focused on insurance defense until his retirement. He remains an active member of the Texas State Bar and San Antonio Bar Association.

He has served in several volunteer positions in support of the Bar. These include acting as Special Counsel for the State Commission on Judicial Conduct, and Panel Chair for the local State Bar Grievance Committee, as well as serving on other committees for the San Antonio Bar Association.

His service has included Brighton School board member, NEISD Bond Committee member, coaching CYO teams, and Antonian Alumni Association president.

Frank and his wife Pamela have lived in Hill Country Village since 1992 and raised 3 children here. Frank enjoys hunting, gardening and volunteering.

Allison Francis

Allison Francis is the Vice President of External Relations at The Center for Health Care Services (CHCS), the mental health authority for Bexar County. Opened in 1966, CHCS has an operating budget of $104 million and over 1,100 skilled and compassionate team members who help people find the solutions they need to live healthy and productive lives. CHCS provides treatment programs for mental health, substance use disorders and Intellectual and Developmental Disabilities to children and families at 31 locations in Bexar County.
Allison joined CHCS in 2013 and is responsible for developing and implementing The Center’s marketing plans, communication strategies and branding activities. She also advances the legislative priorities of CHCS at the local, state and federal levels and oversees The Center’s 501 (c) 3 Foundation. Under her leadership, the External Relations Division manages all advertising, marketing, public relations, internal and external communications, community outreach, tours and volunteer activities at CHCS.
Allison has an extensive background in government relations, previously serving as the Manager of Local Government Relations with the San Antonio Water System and as Chief of Staff to two San Antonio City Council members and one Bexar County Commissioner. She has been actively involved with a wide range of nonprofit and civic organizations, and currently serves on the Board of Directors of the West San Antonio Chamber of Commerce (Acting Secretary), North East Education Foundation and The San Antonio Clubhouse.
A native San Antonian, Allison graduated from The University of Texas at San Antonio with a B.B.A. in Marketing. She is the proud mom of three children: Ryan (25), Austin (23) and Elizabeth (21), and has lived in Hill Country Village with her partner Kirk Francis since June, 2017. In her spare time, she enjoys cooking, gardening and spending time at her family vacation home in Rockport, TX.
